Common Information
Every person - holder of a valid national travel document
(passport), abiding by the international and Russian laws, can enter Russia
after obtaining an entry visa. There are various types of entry visas,
depending on the purposes of a trip. Before applying for a visa, you have
to decide which type of visa you need and act accordingly.
Consular Officer has the right to invite the Applicant to be interviewed
in person
When applying, please, be advised that the permission to enter Russia
is a courtesy of the State.
In accordance with the International Law, the Consulate in certain cases
reserves the right to consider your visa applications for as long as it feels
necessary.
Visa can be denied if the Consulate has serious reasons to believe that the
Applicant's visit to Russia is not desirable.
- Former citizens of the USSR or Russia must submit one of the documents
which would confirm that they are no longer citizens of Russia (so called
"Visa to Israel" or stamp in their passport saying that they left for
"permanent residence abroad" before the 6th of February, 1992 or official
document certifying that their Russian citizenship was abrogated).
- Children apply for separate visas if they travel on their own passports.
Non-travelling parents must confirm in an affidavit their consent for
their children's travel. If the child's surname differs from that of
his (her) parents, a copy of the child's birth certificate must be enclosed.
- Entry-Exit Visa is valid for one visit to Russia with the specified
dates of arrival and departure.
- Double-entry Visa is issued for two entries (all arrival and departure
dates must be indicated). Multiple Re-entry Visa is issued only upon
authorization by the Russian Ministry of Foreign Affairs. A Transit
Visa permits to travel through the Russian territory without stay (in
accordance to your tickets, issued for up to 72 hours, if you travel
by air, or for up to 10 days, if using other means of transportation).
- All invitations issued by representations of foreign companies or
other foreign institutions in Russia or by Foreign Diplomatic and Consular
Corps in Russia must be processed through the Ministry of Foreign Affairs
of the Russian Federation, which issues a letter of invitation or sends
a visa support cable directly to the Consulate General. The Consulate
General does not issue visas to any other CIS countries but Tadjikistan.
Invitations for those who travel to Tadjikistan must be confirmed by
the Tadjikistan Ministry of Foreign Affairs.
- Travellers (excluding applicants for a multiple visa) planning to
stay in Russia for a period of more than 90 days must attach a copy
of an HIV test certificate to their application papers. No medical insurance
is officially required, unless you stay in Russia for 6 months or more.
Prior to your visit, consult your medical insurance issuer for details.
On the basis of reciprocity mandatory medical insurance is required,
starting June 1, 1999, for the citizens of Estonia; starting July 1,
1999, for the citizens of Israel and Finland, as well as for the citizens
of Schengen Agreement Member States (Austria, Belgium, France, Germany,
Greece, Italy, Luxembourg, Netherlands, Portugal, Spain).
- After you receive your visa please check it for mistakes and, if necessary,
return it to the Consulate for corrections. The Consulate will not be
responsible for any mistakes in visas which were not brought to its
attention prior to departure from the Hong Kong SAR.
- If you want to extend your visa you should apply to the local visa
and registration office (OVIR) in the area of your residence in Russia.

A) For business visa:
A completed Visa Application Form (one per person) available at the
Consulate or from the Travel Agencies and Visa Services.
Original of your passport and copies of its vital pages that contain
personal data of the bearer, or any other valid travel document which
contains the personal data of the bearer.
One professional identical passport size photograph of the applicant.
Pictures can be black-and-white or color, preferably on matte paper.
A Cover letter from your company or from yourself if you are traveling
individually, with information about the traveler, destinations, terms
and purpose of visit.
A Letter of invitation from the Russian Foreign Ministry, its regional
representatives, Ministry of Interior Affairs or its local offices,
or any other authorized Russian Agency. The letter must contain: official
seal and legal address of the agency, document registration number,
date of registration, signature and name of official authorized to invite
foreigners to Russia, travel itinerary, dates of stay, names of persons

in: Moscow and Moscow Region; Archangelsk and Archangelsk Region; Republic
of Chuvashiya; Ekaterinburg and Sverdlovsk Region; Izhevsk and Republic
of Udmurtiya; Khabarovsk and Khabarovsk Region; Kaliningrad and Kaliningrad
Region; Krasnodar and Krasnodar Region, as well as City of Sochi; Maykop
and Republic of Adygeya; Murmansk and Murmansk Region; Nizhny Novgorod
and Nizhegorodskaya Region; Penza and Penza Region; Samara and Samara
Region; Petrozavodsk and Republic of Karelia; Pskov and Pskov Region;
Voronezh and Voronezh Region; Yoshkar-Ola and Republic of Mariy El;Vladivostok;
Nakhodka; Yuzhno-Sakhalinsk; Chita; Krasnoyarsk; Ulan-Ude and Birobidjan
must be processed through the Ministry of Foreign Affairs of the Russian
Federation or through its Regional Representative Office
The invitations must be on letter-heads and contain full name of the
invited person, his/her date of birth, passport number, period of stay
in Russia and cities to be visited. The invitations must be signed by
authorized persons and sealed.
Staff members of foreign diplomatic/consular and other official missions
or news agencies as well as their guests are granted visas only upon
the authorization from the Ministry of Foreign Affairs of the Russian
Federation. After you receive your visa please check it for mistakes
(passport number, date of birth, term of validity).
The Consulate will not be responsible for any mistakes in the visas,
which were not brought to its attention prior to departure from the
Hong Kong SAR. If you wish to extend your visa, you should get a new
invitation from the same organization that issued the previous invitation
and submit it with the visa to the Consulate General.
Normal processing time for business visas is 5 working days. Express
service (1 working day) is also available. Express service charge is
extra HK$ 500.00 only.

B) For tourist visa:
Accordingly the documents which are to be submitted when entering
the Russian Federation as a tourist are as follows:
A completed visa application form (one per person) available at the
Consulate or Travel Agencies and Visa Services.
Original passport and copies of its vital pages, or any other valid
travel document, that contains personal data of the bearer.
One professional identical passport size photograph of the applicant.
Pictures can be black-and-white or color, preferably on matte paper.
A standard tourist confirmation from the authorized hosting Russian
Travel Agency, registered with the Russian Ministry of Foreign Affairs
and a voucher from your hotel or travel agency in Russia. The confirmation
must contain the agency's reference number and registration number.
- A cover letter from your Travel Agency in the Hong Kong SAR, containing
the following information:
- Applicant's name or alphabetical list of a group;
- Dates and points of arrival and departure in and from Russia and
means of transportation;
- Itinerary in Russia;
- Index and reference number of the receiving organization.
- Normal processing time for business visas is 5 working days. Express
service (1 working day) is also available. Express service charge is
extra HK$ 500.00 only.

C) For transit visa:
A completed visa application form (one per person) obtainable from
the Consulate or from the Travel Agencies and Visa Services.
Original passport and copies of its vital pages that contain personal
data of the bearer.
One professional identical passport size photograph of the applicant.
Pictures can be black-and-white or color, preferably on matte paper.
A copy of the passport page with the visa of the country you are going
to and/or from.
Copies of your airline tickets.
A cover letter from your company or from you if you are traveling
individually, explaining who is going, where, when and with what purpose.
Normal processing time for business visas is 5 working days. Express
service (1 working day) is also available. Express service charge is
extra HK$ 500.00 only.

D) For visitor visa:
Completed visa application form (one per person) available from the
Consulate or from Travel Agencies and Visa Services.
Original passport and copies of its vital pages that contains personal
data of the bearer, or any other valid travel document which contains
the personal data of the bearer.
Original OVIR permission - izveshchenie. Your relatives or
friends in Russia should obtain izveshchenie for you from local
authorities (OVIR) and send it to your address in the Hong Kong SAR.
izveshchenie is valid within one year from the date indicated
therein. The period of stay in Russia is shown in a separate paragraph
and must not exceed 90 days.
In case of emergency (unexpected illness, death of relatives) visas
can be obtained upon submitting a certified cable from a doctor of a
Russian clinic or a copy of death certificate.
Normal processing time for business visas is 5 working days. Express
service (1 working day) is also available. Express service charge is
extra HK$ 500.00 only.
